Served as Special Adviser to the President for Arms Control (1985-1991).

Served as Representative Joints Chiefs for SALT II, Geneva (1973-1979).

Chief negotiator of START (Strategic Arms Reduction Talks) with the rank of Ambassador.

Developed helicopter  combat platform  in Vietnam.

Served five presidents as arms negotiator.

Founder of the Kosciuszko Squadron at West Point.

      Recipient of Distinguished Graduate Award at 
      West Point.

General Rowny attended the Berlin Olympics as a young man while on scholarship from the Kosciuszko Foundation to Jagiellonian University at Krakow. Fearing the rise of Nazism, when he returned to the U.S. he graduated from Johns Hopkins (with the rank of second lieutenant) and then entered West Point as a plebe. He graduated in 1941 and served in WWII, Korea and Vietnam. He holds the title of Distinguished Graduate of West Point.
